Staff is only strict on loitering in the front around his desk as folks come and go. Some people get scared off when to many guys are standing at his counter. Folks can go to the back and hang there all day if they want or if talking to Staff out front. They need to move to the back as customers come in so as to not make them nervous. Some people are embarrassed to be in a shop to start with.
