There are two beaches the initial one is right, to the north the beach is mostly gay.
Any sunny day in the spring or summer. Weekends are the busiest.The best times are afternoons on sunny days.
UPDATE: While driving SOUTH on Chuckanut Drive/SR-11, once just past Larrabee State Park, you'll see a green "Entering Skagit County" sign on your right. Continue south approx. another 2 miles, and in the curvy narrow part of the highway you'll see a brown informational sign that says "Scenic Point 1/3 mile". Past that, a large pull out and parking lot will be to your right (west). Behind the cobblestone rock wall, there's a super steep and somewhat treacherous trial straight down the hill. An easier way is to walk behind the guardrail to the south of the main pullout/parking lot and follow the little footpath down to the tracks through through woods. This way is longer, yet easier and safer. When you come the the large "T" in the trail, you'll see a very large red cedar tree to your right, take the path that veers to the right at this point and it'll zig and zag down to the tracks. Once there, walk approx. 1/2 mile north, and the beach will be around the curve. Be very wary of trains and railroad workers and try and stay off the tracks. If you wish to hookup, there's small private spots of beach a-ways north of the main beach, approx. another .5 mile. Be safe and don't leave any valuables in your car either.
