Warnings: After months of surveillance, 12 men were arrested on various charges late November 2003. Police beefed up security at the 12-acre trail several months ago after nearby residents and people who use the trail began complaining about lewd behavior. Sexton said the department initially had uniformed officers patrol the trail on bike and foot.
