It's part of the Villa Borghese Park, mainly a manmade track field. Of all parts of the park, in general, this place is dominated by men soliciting, so it's well known that this place is prime for cruising. There is alot of abandoned places within this track field to mess around like sheds, open fence areas, bushy parts, etc.

Closest and easiest way is to get to Metro Spagna and walk to the Villa Borghese exit. You will be situated at the end of the track, so walk a bit up and start walking around when you see stairs that go to Art Cafe and to the gym. Remember to cruise outdoors.

Hours:Recommend daytime. I heard nighttime can be a little dangerous, and the park is very dark and night.
Cruising Info/ Tips:It's pretty apparent how most Europeans act to get your attention. But remember that some might not be interested. The gym people usually are straight, too.
Nudity / Policy:Do not know, but there is a lot of people, including families, couples, etc. However, there are enough places to mess around. Just be discreet and never cruise around families.
Wheelchair Accessible:No / Do not know, but it's mostly hill and dirtroads.
Warnings:Heard about the lack of laws protecting from cruising and lewd conduct. Still don't really think the police are that strict. So always be careful.
