They have occured at the "Oxbow Park" on the Jordan River Parkway (a trail/parkway along the Jordan River) and not at the "Jordan Park". A HUGE difference in these two areas has to do with the fact that Oxbow Park (on 3300 South) is under the jurisdiction of the South Salt Lake City police department, who are very well known for making a ton of arrests at cruising areas. The Jordan Park is under the jursidcition of the Salt Lake City Police department who has made huge advancement in reaching out to the gay community, and even has an officer who acts a liason to the gay community now.
Jordan Park (again, shown in the picture), is also home to the Gay Softball league, and a very nice gay-friendly farmers market in the summers. It has some gay crusiing areas that are still very active, while people are very reluctant to go down to the "Oxbow Park" and cruse along the "Jordan River Parkway". As you can imagine, the parkway (which is the trail along the entire river, and not a park) is very active with runners, bikers, families, etc - and that is where the police stings are happening (and at Oxbow Park which has a trailhead, picnic and bathroom facilities, etc).
