Next door to the laundry mat. Cross street: 6th St. and Meridian Ave.
Cruisiest spot: Inside the market (it's small) in the isles, and outside in blocks around neighborhood. . . br*Neighborhood is changing (for the better!) quickly, too. Lots of hot construction types/delivery types in the area during weekdays looking for discreet action, too, especially in early a.m. and at lunch time.
When to go
Mornings, afternoons, evenings (just depends). I happened to start up conversation with a man walking his dog and invited him back to my apartment. He blew me and my balls 'til I couldn't see straight!

Just make eye contact and/or grab crotch. Don't be too obvious.
