Where exactly
Park in lot (there's a Staples, etc.) and go into store. Bathrooms are to the left.
When to go
Store hours.
Etiquette
Either make eye contact and use a (be sure the coast is clear) or pre-arrange a meeting there. This is a potentially good spot. The store's not busy and the men's room is less so.
Safety
Didn't see any security or cameras, but keep your wits about you -- it's a business establishment, after all.
