Where exactly
Go to Pillette and Tecumseh-head south on Pillette-1 block down you will see a big skating arena. Go behind the arena where there are no lights. Cross street: Somme and Pillette.
Cruisiest spot: Behind the arena, any where there isn't too much light.
When to go
After Dark.
Etiquette
Behind the park is ok for n action for the risky people (on just the right nights :). For others a great meeting place.
Nudity: Yes / Depending on how dark it is.
