Its a cruisy park with lots of secluded areas to meet and greet. There is an old rock / stone building that is open on all side which allows for you to meet and talk to other patrons of the the changes La Cueva Road has three parking areas, each on its own paved side road. The first parking area is the furthest from the residential areas.

Where exactly
Off Tramway Blvd. Between the road to the Tram and the Sandia Casino, on the way to the La Luz trail. Turn right before the winding hill. Go all the way up to the picnic areas.
When to go
All day till after dark.
Etiquette
Be sure to walk around. Not too many guys will approach you while sitting in the car. Cruisiest Spot: All around any of the parking areas. Picnic tables, trails, against a rock, in the shady areas.
