Where exactly
Off I-40, take Wendover Avenue and head west. Target is in the shopping center with Kohls and Old Navy. It is in the shopping center adjacent to the Walmart. Look for the sign at the intersection of Wendover Avenue and Bridford Parkway. Cross street: Wendover Avenue
Cruisiest spot: The mens clothing department and housewares (imagine that).
When to go
Sunday evenings from 6pm until 9pm, but more seem to go after 7 o'clock. The place is crawling with gay guys at that time. Of course, Target is really cruisy anyway, but Sunday nights at this store is almost like being at a gay club. 7 out of 10 guys at the store on Sunday nights will be the same ones you see online on the hookup websites.
Etiquette
Just be yourself and look for the great bargains and the gorgeous guys. I've even heard that guys have gone into the dressing room and put on a show for another guy before they head out and find somewhere to go.
Nudity: As I mentioned above, I've been told that guys will go to the changing rooms to show another dude his equipment, but you need to be VERY CAREFUL since the attendant is just around the corner.
Safety
None really. The staff doesn't seem to bother anybody, and like most stores, won't ask you if they can help you, so you're on your own. They have security there, sometimes there is a uniformed security officer there, sometimes not. Just be careful about acting like a troll or that you're trying to shoplift something and you should be okay. And like all retails store, they do have cameras and could be watching you from above. Cruise if you like, just be careful guys!

even though there is a uniformed officer at the door, there is also undercover people that wonder around the store. So the more supicious you look then the more that they will watch you.
