Just ask for the Speke hotel. It is the bar on the far right hand side of the hotel, next to the Italian restaurant of the same name.

Eye-contact with the guy you like will probably communicate your attraction. Hang out at the pool table and chat with the guys.

Safety

Homosexuality is illegal in Uganda so be cautious. Also, if you are Caucasian, you may attract guys who are only interested in you for your money.
