Update 8/5/2008: "Smokey's BBQ" no longer exists, and any members not familiar with the area could drive around looking for a non-existent place, and just get frustrated. previous comment Safest place is behind fence. If you do it in your car be discreet -- there is a lot of walking traffic through here but few cops.

Best to wait until businesses close after 8-9 pm, but anytime after dark is okay.
