It's the men's room on the second floor, up the stairs from the lobby. The last cubicle has enough room for two. It's kept clean, and it is fairly new. The entrance to the bathroom is actually through two separate, loud doors so there is some warning time when someone is coming in.

Where exactly
It is on the northwest corner of Cary and Harrison. If you walk down Cary Street against the flow of traffic then it will be on the right after passing the tennis courts.
When to go
Closes at night. Most active during the main school semesters around midday.
Etiquette
It's mainly college kids. Some graduate students, and some professors use them too, but generally not for cruising.
