A few miles south of Sallisaw before the Arkansas River bridge. Hwy 59S.

Etiquette
Make eye contact, and go to dressing rooms. Or just stand inside. dressingroom door naked, where you can be seen. Also, some men meet here, to go somewhere else.
Nudity: Yes / Some men get naked around the southern end of the beach
Safety
Occasionally a family will come to the south end. They usually stay at the north end, though. Park closes at night, and rangers do occasionally drive through. Watch out for rednecks.
