Washrooms/changerooms are locked at that hour. Depending on the weather, there may still be traffic on the beach. Guys come for in response to notes left on the stalls in daytime.

Around 12, there are likely to be cars parked. either stay in car or walk the beach, or sit on one of the picnic tables on the beach

Safety

Police patrol is erratic. Not illegal to be on the beach, but if you're going to do it, be in the dunes, or some other safe spot.
