When to go

Generally after the subway stops on weekends, around 1am onwards right til the sun comes up. Best in the summer.

Etiquette

In and around the toilets. There are also a few cruisy areas around the school by the soccer field.

Safety

Watch out for the dirty old men, they can be persistent. Police sometimes hang around outside the park but have never hassled anyone as far as I know. A cleaner once came in the toilet around 5am but told everyone to ignore him and keep going as he cleaned.
