When to go
Evening hours have been best. Make sure to be willing to provide a spot, or head for public bathrooms, but visible public hard-ons are always hot!
Etiquette
Not the spot to hook-up, but to meet someone and go somewhere. I have met a couple guys here. Just kind of hung out and got noticed, then chatted and went elsewhere to play. Be careful, and know what you are doing, but grabing yourself or showing wood is always a give away.
