Cliffwood Beach
Beach is totally concealed from roadway by high dunes and there is usually no one around, so anything goes. No lifeguards, no police patrolling. Have seen guys in bikinis and thongs hanging to the right. If you walk far to the right behind the rocks there is an isolated nature trail where you can get your rocks off.

Take Exit 120 off Garden State Pkwy, bang a right, go left at light, cross Rte 35 into Cliffwood, make left at Y just past ball fields and follow to end, bang a right and you are along beach,park in lot by basketball courts.

Weekdays. Beach cruising is rampant at night. Bring a blanket as a signal that you are looking

In my past experience, left side of beach is more cruisy than right side
