Go into Eagle Centre indoor market. Toilets located right in market. Go to bottom 3 cubicles, all 3 have spy holes. Follow signs for Derby City Centre Traffic Street. Then Eagle Centre, it has its own car park. Then inside for Market. Toilets are in side market along wall at side of hall.
