Best time is in the early afternoons. Cruising goes on in the parking lot, then follow the guy to the restroom and check him out. Quick can happen there, but you must be careful, as these are "family" parks, and you could get walked in on.

Nothing goes on at these parks anymore since the cops have been camping out there every afternoon. Don't waste your time.
