Where exactly

Intersection of Jane and Wilson

When to go

Afternoon, 2 to 5 on weekdays are best. Weekends it gets pretty busy.

Etiquette

Just tap your foot, wait in one of the stalls, security rarely if ever checks the area, and its pretty quiet, so you can have your fun.

Nudity: Keep it in the stalls and you're fine.

Safety

Although there are security guards, from my experience they rarely, if ever check the washrooms, unless they have to go take a leak themselves.
