From the center of town, walk to Avenida Alberto Bims, which is on all the maps.
When to go
I was there only during weekday afternoons. There were always plenty of guys there. It is not wheelchair accessible, as you have to walk up two flights of stairs to get to the place where most of the action is.
Etiquette
There is a wide range of guys there: younger, older, etc.
Nudity: No nudity, but there are guys who check into the sauna who come up to this area wearing only their towels, so their nudity is very easy to get.
Safety
Most of the guys I met do not speak English. I do not speak Portuguese. This makes for language problems. I asked them if they speak Spanish, and never found one who did. Lots can happen without language if there is attraction, but it would be good to speak Portuguese if you want to make a deeper connection.
