Where exactly
Go to the end of Texas or Arizona St. and turn left on Upas St. Immediately before the hill on the right hand side of the street is a rest room near picnic tables. Cross street: Upas St.
When to go
Balboa Park authorities usually open the doors at 6AM and close at sunset. Best times: Early morning and early evening.
Etiquette
Stand at the urinals and watch. After getting someone use the stalls or go into the nearby park behind the baseball fields.
Safety
It's a little dirty but cleaner than most of the park facilities. Weekends tend to bring out the families with kids so be discreet.
