From the High Street go right through the ground floor of Woolworths, out of the back entrance and turn left. They are just past the YMCA entrance opposite one side of Watford market. Cross street: Ring Road

Etiquette
Wash your hands at the back then use the dryer facing the door and watch for guys at the that hang around. Also check the spy holes in the cubicles.
Safety
The toliets are not the cleanest and you tend to get down and outs hanging around, so the guy in the cublicle could just be kipping! I would avoid market days, Tuesday and Friday, as this is when the volume of non-cruisers gets in the way of action.
