Where exactly
Go into Springwood's main street, go past the railway station on the left and the carpark is just around the bend between Australia Post and IGA, it's right in the middle of the carpark.
Cruisiest spot: Its a really small cubicle (one only) so it's best to just wait around and find an interested guy.

Safety
Elderly people use this place as well. Watch out for council guys and straight men just using the loo, this place is really populated during the day, so it's best to find a guy then have fun somewhere else, just be careful of guys that aren't interested.
