Where exactly
Take the south-end elevator next to the Ice Rink to the retail-level. Soon as you exit, head straight by the Sandwich Cart place. Follow signs and restroom is to the right.
When to go
This restroom is "busy" during lunch hour (12:30-3). It's seemingly dead, but there are guys in the stalls waiting for you. It's a huge restroom with a definite blind spot from the entrance.
Etiquette
Some guys are at the urinals, but a lot more are in the stalls. Tap your foot, or make eye contact.
Nudity: No nudity! Some urinals don't have dividers, some do.
Safety
There are some trolls who can't take a hint. Also, hustlers around. Cops are around during rush hour, so be very discrete.

After my friends left, this cute guy in his 30s cruised me and took me to his room in a nearby hotel, I had fun...but I saw no action in the bathroom.
