When to go
Best early mornings, after dark. You can see cars coming.
Etiquette
Look for parked cars and if you see what you want, park close to them. Some will stand and act like they are peeing, bolder ones will show it hard. There is no other reason for anyone to park there except for cruising. Roll down your window and say hi.
